The stock Camera app can't set shutter speed. Its Live Photo ▸ Long Exposure effect averages three seconds of video frames — convincing for moving water, useless for light trails, and capped at three seconds.
For a real long exposure: a third-party app that sets shutter directly, something solid to rest the phone on, ISO at minimum, the self-timer on, and in daylight an ND filter — because a phone can't stop down.
The Live Photo trick, and its limits
Shoot a Live Photo, open it in Photos, swipe up, choose Long Exposure. The waterfall goes silky. It looks like a long exposure.
It isn't one. A Live Photo is three seconds of video, and the effect averages those frames into a single image. Motion smooths out because you're averaging many positions of the same moving water. The differences that matter:

The light-trail case is the clearest tell. A real exposure accumulates light, so a car's headlights paint a continuous bright streak. Averaging does the opposite — a bright spot present in one frame out of ninety gets averaged down to almost nothing. That's why the trick can't do traffic trails.
It's genuinely good for water and crowds, needs no equipment, and is the right tool when you're walking past something. It just isn't the same photograph.
Getting a real long exposure
Use an app that sets shutter speed
The stock app has no shutter control at all. Any manual camera app will offer it, typically up to a second or several depending on your model.
Put the phone on something solid
Tripod, wall, bag, rock. Past about a quarter-second, handheld is over — stabilisation cannot fix a two-second exposure.
Drop ISO to minimum
ISO 50 or whatever your lowest is. You have light to spare in a long exposure; spend it on cleanliness.
Focus manually, then leave it
Autofocus will hunt in the dark. Set it manually — usually at infinity for cityscapes — before you start.
Use the self-timer
Even a careful tap shakes the phone. A 3-second timer removes your finger from the equation entirely.

Why daylight needs an ND filter
Here's the problem that catches people out. On a real camera, a daylight long exposure means stopping down to f/22 and dropping to ISO 100. A phone can do neither properly: the aperture is fixed and can't be closed, and ISO only goes so low.
So in bright sun, even your slowest available shutter massively overexposes. A one-second exposure in daylight is perhaps eight stops too bright. There is no setting that fixes it.
A neutral density filter is the answer — dark glass over the lens that cuts light without changing colour. Phone-specific clip-on ND filters exist and are cheap.

At night you need none of this. The light is already gone; that's the whole reason long exposures are easy after dark.

The star-trail row deserves a note. Phone shutters top out well before the minutes-long exposure a trail needs, so the technique is to shoot a long run of shorter frames and stack them in software. Each frame is a normal night exposure; the trail is assembled afterwards.
Holding the phone still
Everything above fails if the phone moves a hair. In rough order of cost:
- A wall, a bag, a railing. Free, and works. Wedge the phone and use the timer.
- A small tripod with a phone clamp. The real answer, and inexpensive.
- A volume-button remote or headphone cable — though the self-timer does the same job for nothing.
One thing people forget: on a windy bridge or pier, the structure moves. If your trails come out doubled or wobbly on a solid tripod, that's usually the reason, and the fix is to move rather than to buy anything.
What goes wrong
- The frame's blown out. Daylight without an ND. There's no setting that saves it — you need the filter.
- It's sharp but the trails are short. Not long enough. Double the time rather than nudging it.
- Everything's slightly soft. Something moved — usually your finger on the shutter. Use the timer.
- Noise and hot pixels. Sensors warm up during long exposures. Keep ISO low, and don't shoot ten long frames back to back.
- Blown signs and streetlights at night. Very common, and mostly unavoidable — light sources clip. Shoot raw, expose for the scene, and let the sources go.
